"Division still preparing"
In the battleplan effects, there is a 20% penalty because it says "Division is still preparing", but they seem to be fully prepared, as I didn't deploy them early. Any way to remove this debuff?

I have the same problem, also I can't do Naval invasions anymore, its bugged and nothing happens

That may be the problem; the green bar isn't completely full in the reinforcements tab

Just go... maybe 1 or two divisions are still preparing but most are ready to go. As far as I know, the longer a battleplan is in effect, even after you launch, everytime a unit sits around for a while it will accumulate more planning bonuses.

Grand battleplan doctrine benefits heaviliy from making well... large plans and sticking to them, as they can get up to 80% bonus, wherea the blitzkrieg can only get 50, but they get planning bonus faster so if you need to change the plan, there is less penalty involved for them.

They prepare for an amount of time, you can check their progress by hovering the mouse over some aspect in the unit details, not sure which. Presumably once the time is up the penalty goes away.

Just found out, this planing bonus is not for the whole army. Its for each division seperately.
As long as not all divisions in the army have the full amount of bonus "generated" it say "still planing" but thats no malus. it has no effect on battle.

When the frontline moves even a bit or when units get attacked then they lose their preperation status again... Check the Army and see how many units are prepared and how many aren't. Mabye just 2 divisions of 40 aren't prepared! All other 38 are prepared but it will still say in your general's tooltip that he isn't prepared! He really is prepared though... Only 2 of his units aren't but all others are!

you have to be at war with a country to invade it....just saying. the division will start invading as soon as you hit the "war" status
Deploying units early and their subsequently not being fully trained, isn't the same as their not being prepared for a battle plan. (I say this because you said, "I didn't deploy them early," so I'm guessing you're assuming their lack of training is what's causing it. It isn't. Training and preparation are two different things.)

When you create a battle plan, time has to pass before preparation is complete, and preparation is on a per division basis. Look into the army. Look at their rank emblems (it will say something like "Level 2, trained," or "Level 3, regular" when you mouse over it.) To the immediate right of that, is a thin vertical bar. That's their preparation level. It will increase the whole time they are preparing. If most of them are prepared, or prepared to your satisfaction, you don't need to wait for their full preparation to click the ACTIVATE button for the battle plan. Just go ahead.

Preparation gives you a bonus of up to 50% (it's just a bonus, not a requirement, like other bonuses, such as the "inferior opponent" bonus.) The red is just telling you it's not optimal yet. It's not a penalty so much as a warning saying, "You won't get this bonus if you procede without waiting a bit first." You can totally go ahead without it, though. The only time I would caution against that is if the other penalties on top of that (weather, river crossing, enemy fortified, superior opponent, etc.) cause a red exclamation mark and they say the plan is not to your advantage. Those are there to tell you at a glance how likely you are to win. You want it to at least be the yellow "risky" exclamation point, and better still the green checkmark.

Things that could be the culprit:

  • As others have said, a division or two got attacked. Their preparation got reset by this, even though other divisions may stil be prepared. You can ignore this and go ahead.
  • Their reinforcement rate is too low, or you have a supply deficit. Check your logistics screen. Increase reinforcement rate, and increase production of a given supply if you can afford it. Remember that increasing military factory number on a supply line also increases the resources it consumes, so you can have a bottle neck in the form of factories, resources, OR both. Or in the rate of reinforcement itself, which can be increased or decreased.
  • If it's a naval invasion, it can take quite some time, even months to prepare at the first level of invasion tech.

In short, don't worry. Invade away. :) (Unless it's clearly a bad idea lol.)

Ideally, in my opinion, there should be a hover tooltip that showed each individual division's preparation level (and/or existing individual "plan bonus"). Seeing this in the combat screen would also be helpful.

how do you do that. I'm new to the game and I'm not progressing thru even the tiniest islands in Japan with America. I have more than enough manpower but low supplies. I tried making more supply hubs + train tracks and even infrastructer where possible, but nothing helps. I cannot defeat the enemy japanese soldiers even tho they aren't that strong.

EDIT: I also have a -10% battle buff stating "division still preparing". I have this with regular attacks and naval invasion even if done preparing.
