Is Democracy that bad?
What are the cons and pros of this ideology?

its fairly awful in terms of efficieny in vanilla, some mods do add more flaire to democracies (like research boosts).

Communism has a better occupation law than democracy if you count the cumulative IC from the extra factories you will have. Increasing the compliance with the democrat occupation law will be more effective but only after a long while. Outside of that there is nothing because there is no real dynamics for politics in this game since everything else is scripted by focus trees. And improving your relations has a very neat impact.

You only " liberty " related at this topic is the occupation law. The other thing is the fact that the other democraties will dislike the gouvernements that increased world tension ( and that's super hypocrite if you look at the real history ^^ ) so when democrats countries without enough of steel for their needs will start to import ressources, they will do it from other democraties.

really nothing but cons. You can't generate war goals on anyone unless they generated world tension. You can't even send volunteers or lend lease until world tension is high enough. You have to deal with elections. If you are playing a minor with the vanilla focus tree, you'll have less manpower than if you went communist or fascist.

1/10 do not recommend.

You have to wait until world tension is 90 or more. Then it become rather good!
Your ability to ally with the other democracies is the main benefit. And that’s a pretty good benefit.

In a game about wanton agression, ruthless expansion and territorial annexation , it would only seem logical that ideologies with less emphasis on things like individual rights and personal liberties would have an advantage, at least in the beginning, no?
You get natural allies in the colonial powers of the mid 20th century that control most of the world's supply lines and have ridiculously strong focus trees.

one pro is that you can use Local Autonomy as Occupied Law and it raises the compliance faster. It's especially useful for England and France.

Democracy basically can't take new land.

It has the best occupation law.
