you could also saybe france, and put every man in the army you can, loose none of them as germany eats you, then as you are stuck in the colonies, disband them all, and then have the manpower return to the pool, thus being greater than the current total civvie pop
i wasnt asking for the pool of recruitable being lager than civilian. I just want the Growth % of recruitable faster than civilian (they are both 1.5% yearly).
very few countries get such a buff, i thnk the female leader of the ottomans gets like 1000 manpower weekly for a year or so, but that's the only way
they aren't seperate, they are intertwinned, the only way for 1 to go up faster is from a passive trickle from a special buff
Mods are the way to go. Population is an important part of vanilla balancing.
There are options like, IIRC, Road to 56 adding a two continuous focuses to either add a small monthly population growth bonus or one that costs an extra 1pp per day to greatly increase monthly population growth.
It's also featured in e.g Kaiserreich's post-war CSA rebuilding. (Pretty sure every post-2ACW USA gets something like it.) Various social programs and related focuses passively increase the monthly population.
