Feild Marshall - Same as a General when used in a General slot, When used as a Field Marshall they can have 5 generals under their command, 7 if they learn expert delegator. If an Expert Delegator FM has 7 Generals under their command each with skilled staffer, the FM can directly control 210 divisions manually.
The only way to have more divisions in an army outside of that is via a garrison order which allows a General / FM to have 72 divisions. (possibly more if they have skilled staffer)
Having 30 divisions in an army gives the army a debuff of something around 4%, it's not a major issue going a couple of divisions over the limit.
