Base strike - focused on aircraft carriers.
Trade interdiction - focus on submarine warfare.
Fleet in being - focus on surface fleet combat ships.
So it is accord where you want to go. Usually as Japan you want build your fleet around CV and Base strike doctrine.
But it does not automatically say rest 2 are bad choice - tbh, I did not build single CV or BB couple last games (as it take very long with MtG and 5 yards limit) and biggest ship I ever made were BS - still managed deal with all major powers fleets with Fleet in being doctrine and mostly cruiser fleets with soem destroyers and sub on their duty. Or you can go purely submarines as always..
The reason you want base strike is because it buffs destroyers and light cruisers for their actual jobs more than the other trees while also not skimping on subs, while emphasising your capital ship backbone to be carriers. Basically it gives the correct buffs based on ship roles.

ALL SHIPS NAVAL TARGETTING +40% (you know so you actually hit the enemy) (trade interdiction has 20%, fleet in being 0!)
Capital ships are pretty well useless in mtg, that's the main reason why fleet in being is garbage.
The Reason why Trade Interdicition isn't as good is because it wastes time lowering surface visibility of your surface ships as well as boosting their raid efficiency so that they can be set to convoy raid... but you dont need any ship other then subs for this so its redundant and pointless.
If you want to lose your surface fleet in seconds to a base strike doctrine nation, then by all means go trade interdiction and set your surface fleet to convoy raid... if you however want to die slower, then use your fleet as intended as a strike and spotter force and then watch your screen ships evaporate in the first 2 hours of naval combat vs a base strike.
Fleet in beings only use is to make the player build capital ships that take 2 years to make only to have them sunk by anything wielding torpedoes... you know like destroyers that take 3 weeks to make.
I am sorry, but you are wrong with some of your claims.
If needed Air carriers(better say their bombers) can be very easily countered with light escort carriers (converted cruiser hull) with only fighters loaded. You are never prevented to do that:p. That is moment where screens and capital ships decide - while FiB give best bonuses to cruisers and DD (particularly against subs) that are real workhorses of naval warfare. There is massive escort bonus too (which is important for countries like UK or Japan with lot of various island and convoy paths over the world) and general bonus to AA and to mines (that are actually fine tool both for defense and invasion around shores)
Naval targeting is bonus for aircafts only not for ships!
And if we talk about thousands of fighters and naval bombers from land airports taht go into game than indeed this base strike bonus is obvious choice - but it does not matter in general as no fleet doctrine can counter this and it is more about getting air superiority, which is fleet never able to do at first place.
With MtG we have bit freedom in uniqness in ship design, but in general my fleet consists mostly form Light cruisers and DD taskforces with good detection and AA abilities on Patrol duty and strike taskforces of Heavy cruisers (doing 2 types, one medium guns, one with universal gun for another AA) and few Battlecruisers with 1-2 escort carriers loaded with fighters only + small sub (8) on convoy raiding and large subpacks (of 50) on search and destroy too.
Did not had any issue defeat any world fleet any time neither extra loses or investment to super costly ships on my side.
And btw surface raiding is very viable with fast ships - with blockade runner and smoke screen in works very well.
For Japan any focus tree is perfectly viable not only BS, likely FiB can be slightly better/easier due the amount of capital ships Japan begin with. Even trade interdiction would work if one decide to abandon his fleet in favor of subs (which is probably not best Idea for Japan that plan rule seas - but still can work)
Carriers seem to be a bit underpowered for their cost currently.
You can go anyway you choose vs the AI, it still can't stand up that well to a good doomstack/naval bombers and is not that good at protecting its convoys.
Yep - this has been my experience with MtG.
1. With new fleet mechanics, very large fleets with a ton of reasonably resilient small ships (read upgraded and modern) are required for coverage.
2. Capital ship cost and production time is now fairly prohibitive in terms of resources and time investment. Even as the US, you can easily run out of steel and kill your economy buying chromium while trying to build and upgrade a fleet of large ships.
3. Due to (2), what capital ships you do have should be relatively light, due to cost and time of refitting (so go with heavy cruisers or battlecruisers)
4. Light cruisers loaded with dual purpose guns offer a very strong counter to air attacks.
5. Large numbers of destroyers and submarines can easily overwhelm an enemy fleet with torpedo fire.
6. Light strike forces are almost required due to lower repair times. If your strike force is out of play, you either have to deal with your patrol boats being destroyed over 6 months to a year, or just withdraw your patrols (which leads to prompt invasion. So, 2 strike forces per fleet that consist of light capital ships and light cruisers (which is quite doable), is quite beneficial.
7. Upgraded lighter ships are often more powerful than older heavy ships, and always faster.
None of the naval doctrines have an overwhelming impact on how well a fleet operates, as most of their bonuses are quite similar. That said, I trend towards interdiction for the raiding and torpedo reveal chance, and that it benefits fleets of ligher consistency more. One can easily cut the supply of all the islands in the Pacific with such a fleet, lending to an easy invasion. The US Navy, built in this manner, with the electic boat company (lower surface detection and higher speed), is a nightmare for Japan. Probably the same way on the inverse.
Fleet in Beeing is the best, because it boosts stuff which actually makes a real difference in most fleet battles: Capitals and destroyers. If you want your fleet to win decisive battles with other fleets, that's the doctrine to go for. All other doctrines are very situational and basically avoid a direct fight in favor of other strategies.
LCs are far too weak for their points because 3 DD, which cost the same as 1 LC, have the same AA, same light damage and far superior against capitals and subs thanks to their more numerous torpedoes and depth charges. Sure, they are more easily sunk (2 destroyers will sink, 1 gets away damaged, while an LC would get away with the same amount of damage without you losing any ships in the process), but in a decisive fleet battle, it doesn't really matter. Ships sink there by the dozens, so what really matters is superior firepower, armor and ablative health. For hunting splinter fleets, aircraft is far superior anyway. It's a waste to send ships doing this.
Lol. No. Not in MTG anymore. DDs sucks against CL's + cheaty "CA's" (Anti-air CL+1 medium battery to count it as "capital ship") in Deep Oceans, cause DD's has terrible class penalty there (-50% speed, -50% attack, -50% defence) and fake "CA's" has none. =) So CL's and "CA's" are way much more cost-effective solution for USA, Japan, UK and French agressive Pacific Fleets and so on. =)
And yeah, dont forget that we are talking about dozens of carriers. Not 3 or 4 or DD vs DD fights. Dozens of carriers. Literaly...
Yeah, hordes of naval or tactical bombers are still a thing, sometimes, but MTG changed everything. Base Strike is forever. =)
Like Random said it is a surface fleet buff with more emphasis on surface capital ships of the HC,BC,BB,SHBB ships. MtG's provides emphasis now on refitting them as opposed to replacing them.
Base Strike gives huge buffs to the Sortie Efficiency of Carriers which are the largest source of airpower in the mid pacific as there are very little points to make airbases and the aircraft required to make a difference are usually better used elsewhere.
Base Strike for USA and Japan 100% as it provides the highest bonus for carriers.
For arguing on Escorts -
Fleet is 25% bonus to Sub detect for DD while 30% for LC / 50% Escort Efficiency
Base is 20% for DD and LC / 30% Escort Efficiency
Fleet in Being for a nation that isn't overly reliant on carriers and requires to maintain convoys is important
Base Strike Naval Targeting only applies the buff to aircraft for their stat "Naval Targetting" : ex Naval Bomber 1940 goes from Targetting 10 up to targetting 14 with full right tree.
Both Fleet in Being and Base Strike give same bonus to submarines.
Question is fleet composition and theatre of operation - Pacific requires Carriers as most of your screens are getting MASSIVE penalties (25% attack and 50% speed) in the mid Pacific while your aircraft from carriers receive none of this and get to go on their merry way and bomb the enemy fleet (Naval Fighters to ensure happiness).
For a Country like UK then moving from Fleet in Being is silly.
Italy - Fleet in being as due to fuel you'll be needing that buff to Strike Force org as you won't be able to actively have your navy conducting operations.
Glorious Home of the Revolution - Navy? Park it along your coastal battles.
A Minor nation like Canada, Aussie, Kiwis can make a run of providing some convoy escorts via focus and assist as it did - however that is a MP route and not a viable single player.
Lastly is TRADE INTERDICTION!!!!
As it is normally only something that Germany looks at, it is a rather niche role as opposed to the other two.
The Surface Visibility in it's own small way assists while raiding in getting that hit and fade or on moving through areas without being detected as that new mechanic of having to find the ships in the AO is a thing now instead of just magically smashing into one another. It also provides the Strike Force org bonus while you sit and wait.
Very niche and provides greatest boon to raiding but leaves the rest kind of wanting and you're unable to punch above your weight in an engagement.
In the end, how I view the naval doctrines are as such:
Fleet in Being is the general catch all and provides the strongest benefits to naval combat and convoy/invasion escorts. It is what you go with if you're following a historical UK or Italy.
Base Strike is tailored and favoured to nations using a large number of carriers in their composition such as USA and Japan. These naval compositions are also important as they are the strongest in Deep Ocean where the screens aren't going to have the impact that they can have in Ocean or other naval terrain.
Naval Interdiction - meh. When I play Germany the Kreigsmarine is simply there as a bunch of ships sitting in the Baltic Sea with some Submarines in the mid Atlantic and any Deep Ocean areas that I know trade routes are flowing through. It's not a priority at any point in my game as Germany and only gets built up and used in force to facilitate an invasion.

Post MtG's I am also using much more LC and HC than I did prior due to their roles being changed and the naval terrain playing factors. DD's are a cheap either torpedo/AA/ASW that are there to compliment the LC's.
LC's and HC's I make now are for Convoys, Screen clearing, Torpedos, etc. Cruisers get a big thumbs up for me now with the newer mechanics.
