Advice on forming Arabia?

I've tried as Communist Iraq, but can't muster the manpower/industry needed.

Fascist Iraq would fix the manpower issue, but still lack the industry to take on the allies.

If you can't muster enough, but you want to play Iraq, then just join Comintern as communist and puppet a bunch of nations. If you do fascist I recommend joining Axis and conquering other neighbors to get their factories. Also take the Industrial Tree in the Generic Focus Tree to get those factories.
