That being said, this mod puts you in control of the peace conference to allocate everything as you see fit:

The problem (I think) is that the game counted the SU war as separate from mine and solves their peace conference first, then mine. Because during the war the SU doesn't show up in the war list. Furthermore, the SU isn't in the list of the Peace Conference and the only countries listed on the losing side are a few small ones (Yugoslavia, Greece, El Salvador)
Once, I played as France, was barely holding against Axis at the border... Luckily, Axis declared on URSS, it took russians quite a while to deploy and regroup, they eventually ended up stopping german offensive in late 41 between Rzhev and Smolensk and then started to slooooowly push back. At some point germans hit 'all adults serve', finally there was hope they run out of men, but... Guess what? Axis declares on Yugoslavia (not even having enough divisions on the border! ♥♥♥♥). They break through weak defenses with little effort and while me and russians push hard racing to Berlin damn Yugo cavalry simply scatter across the land and take more than half regions from Axis. I pushed hard once they began redeploying and managed to get some points in Italy, up to Florence, and in Germany. Brits took Sicily, URSS barely made it to Stettin and Gleiwitz, bad luck... We held the line for more than 3 years and killed no less than 10M while losing around 13 (I lost like 4M, you can imagine what it means for France). And then Yugoslavia puppeted half the Europe. Move along, move along...
More than that, I caused 6 times more casualties, did infinitely more bombing, took three times the territory, 9 times fewer casualties, and I'm not even even in the conference? How is that not broken logic?
Anyway, my question is, is there a mod/console command where I can disable the AI peace conferences or change the order in which they are solved so that I can have a chance of liberating/puppeting something?
peace conference are and have always been trash.
for some reason, in your game, the two wars didn't get merged into ww2 leading to separate peace deals.
Just went through an insanely arduous process of switching sides with consoles and switching factions/puppets/controlled territories/government type for the last 2 hours to fix it. What a waste of the little gaming time I have. I just wish there was some way to merge wars or change the order in which peace conferences for different wars ending at the same time are triggered.
if germany (as last major country) surrendered to soviet, that means that their war get peace conference first.
note that it is only victory points in core territory that counts towards capitulation.
best way to prevent this is to ignore africa completely, and wait with italy, and instead focus on western front. if you wanty a second front, then make landing in northern germany. this allow you to cut of the soviets from taking italy, while also taking german core VP's.
