This gives them massive soft attack, and pretty much rekts other infantry.
Basically, you build regular 20-width infantry/artillery divisions but swap one of the infantry for a single heavy tank unit. This doesn't cost all that much in industry but means the whole division gets some armour, which means divisions with low piercing will do much less damage to it, and since the AI tends to spam a lot of basic infantry they might fall into this bracket.
The problem is, the ammount of armour you get is actually pretty low, especially with 1934 basic heavy tanks, which means against any division with a lot of artillery or any anti-tank whatsoever all you're getting is a small boost to hardness. It's not the worst idea and simulates British "infantry tanks" quite well, but ignore the people who say it's "OP", it isn't.

The former used tanks and the latter uses tank destroyer variants, which means the former is more generally useful while the latter is the cheapest way to get 25 points of armor. This the thing with armour is that it straight up means anything with a piercing less than 25 will do much less damage to this division. However, any AT gun whatsoever wil lgive way more than 25 piercing, and the AI does use AT guns so it's no longer a flawless tactic.

This is more about conserving manpower. It may actually have trouble winning battles due to low org and will lose lots of equipment, but will tend to deal a lot of casualties and won't take many in turn because frankly there isn't much manpower in the division full stop. If you're going to use this kind of thing, it's a good idea to take "superior firepower" as your land doctrine.
Also note that in both cases supply consumption is rather high. I've included a logistic company in both cases for this reason.
The usual setup is: 10 marines 2 heavy tank destroyer 6 artillery
This gives you 44 width, 40 with field marshal -10% width bonus.
Lategame you get 900+ Soft attack and you can slowly push across pretty much all terrain including rivers being mostly unstoppable by anything but tanks.
It's often banned in MP because of how fast and many it can kill (900 soft attack) and weapons 1 cant pierce it, so it maked weapons 1 obsolete, forcing other players to also make spacemarines, which leads to massive losses in both nations manpools.
It's a effective and boring thing to do.

and literally using marines? never heard that before, wouldn't you only be able to make like 1 or 2 of these divisions??
There was not any limit on special forces in the past so as msot info here it is totally obsolete.
