Start with all nations released?

First off, let me say sorry if this has already been answered....I used the search function but a lot of the threads were before the Together for Victory expansion

I used to release all the nations in Victoria 2 then pick one to play as. In HOI though, you can't change nations after the game has started.

My question: Is there a workaround to this? a mod or a console command that releases all nations from the start?

meh this would be good in Victoria 2 not hoi4 most of the small nations r crap and cannot exist no man power
