We need ways to bomb enemy man power, like bombing cities to inflict civilian kills.

That's not censorship, that's just them deciding gameplay features. Including that stuff would reduce sales, and sponsors would leave them.

But they even ban MODS that add this. For example Valve didnt put such stuff in any of their games but they allow such mods in for example GMod.
