The game *seems* to try and spawn the minotaur far away from patrols, but that doesn't stop it from blundering too close anyway. You just have to keep at it until you land one.
Also it helps a *lot* if you have something beefier than the awful guns the Kyd starts with. If you run down to Company Regard and snag the Osprey there you'll have a much easier time.
I was a lot more powerful than what that story arc intends the player to be, so I piloted a heavily modified Katana. It had 2 Ion Blasters for minimising the enemy's hull damage, while simultaneously instilling terror into the enemy's crew.
There's a good couple of hundred VIG military ships patrolling the sector, and they're the ones that are homing in within moments.
I don't know VGA having so many ships is an unusual occurrence, since I've not seen that for any of the other factions in the current save. I only tend to see ships gathering in these numbers when a warring faction is about to attack an enemy sector, but these VIG ships are permanently in that one sector.
Even their "police" patrol ship is an L scavenger ship. And since their wharf and shipyard are very often out of resources, it's no wonder they prioritize building a lot of S military ships over L civilians ones.
They really should have added M sized ships.
Anywho, I'm playing a fresh save that starts with the story arc. I'm hoping that when I get to the same point where the issue lies, I can see if there are a couple of hundred VIG ships in the area. So far, I haven't seem them amass more than a couple of dozen ships in any one fleet. Fingers crossed.

Hopefully I'll be back at the problematic mission this evening on my new save. If not this evening, then tomorrow for sure.
I'm not sure if this would be easy to implement, but maybe if the devs could force VIG aggression towards SCA to be neutral or friendly for the duration of the mission, then it'd make things a whole lot easier than they currently are.
I'm not saying that it should be easy to force NPCs to bail. But for a story mission, and a tutorial-esque one at that, it's simply way too tiresome and frustrating to take the Minotaur Raider. It's effectively the most difficult mission right up until the end of that particular story (which is a fantastic ending, I'll add! It had my adrenaline pumping in all potential outcomes).
