But i would check Build Plan make sure the station is complete and you have the Blueprints.
Once you do, go into the build plan for the station, right click on the defense module, and there should be an option to edit its loadout. You can place turrets and shielding there. Just bear in mind, most are M and L sized turrets.
They cost resources to build as well, obviously. Though if the station is already fully built, I don't think they require a constructor to build the new turrets/shields. Just be sure to allocate funds to build storage costs, or get the required materials yourself. After that...well, they just seem to build themselves after a certain amount of time. I'm not sure what exactly happens.
So yes... i did get the specific beam blueprints beforehand and edited the loadouts for each and every module.
Afaik the Station is fully built.
At least there is no estimate for build costs/parts missing etc.
The only thing i noticed i seem to have forgot to buy the shield blueprints. But the modules should work without shields, too. Shouldnt they?
Stations don't have shields the only thing that have shields are their turret if you decide to shield them after all.
However they all look the same in the loadout screen of the "plan build" menu. Also there is nothing in the build queue. I just dont know how to force the others to be build.
That one module will fire (seldomly) when im in sector closely watching it.
OOS the station will not defend at all.

If they are not being built (they build really fast and I do not think you need a builder attached to the station) then you are lacking those materials, so supplying what is needed to the station inventory will help.
I am not 100% if you need to supply it to the build or station inventory since I've admittedly always let the traders do it at their own pace, can not recall the last time I had a station attacked.
Same deal with drones, they require certain parts in the station inventory before being created on-site.
Depending on turret type, you'll also need missile-parts before they function.
Now it seems turrets are being build.
They work when im in sector, however still no "Out Of Sector" defence.
Also, I wouldn't use beams. Short range, low damage, and the hitscan is only really valuable in-sector. I have my killbox stations set up with Argon discs with all large slots as plasma, and all other slots as pulse. They hold their own effectively.
There were no pending parts in build storage before.
I customized all the turrets when i build the station.
Only when i switched around the global loadout they were built and now im stuck with beams all around (since high loadout preset equals beams).
The whole OOS thing is different though. When i teleport away from the sector all the defence drones will instantly fly back to the station and it will just sit there getting shot to pieces.
When i teleport back, the drones will launch and the turrets shoot.
I currently have 6 or 7 Xenon Ks and 2 Xenon I sitting in "Hewas Twin I" destroying both the big Teladi Trading Station and my big Complex since both wont defend one bit.
I even tried to get some Destroyers to protect the station.
As soon as i teleport away, they start to spin really fast on the map like little cog wheels and get shot up as well.
Its hilarious, really.
When i click "plan build" on the destroyed station the building grid will not appear so i cant build anything.
I feel like im running into every bug this game currently has to offer.
