That shouldn't be causing any fps issues, those would be a separate issue. I seem to recall that "godrays" is a problematic setting for some people. And with a 1660Ti, you'll want to have Weapon Debris (advanced settings) turned off.
It's funny because I can't identity your video card either 😂
I tried to configure in Geforce Experience and configure the setting there but also didnt work.

Disable OneDrive, check anti-virus software and add exceptions for game and launcher if necessary, check Windows settings on Privacy&Security.

It might even be worth trying to run the game in Administrator mode.
U til the game updates on the 25th, you will have to use a mod on Nexus to correct this issue.
I think the mod is Buffout on Nexus mods.
Issue is I'm not at my PC looking g at my mods list.
Maybe you were thinking of the High FPS Physics Fix to run the game above 60fps. When the game runs at a far too high frame rate can it end up with a black screen. But the problem currently is to set up the game properly, and there appears to be a problem with some people's Documents folder and security settings.
Start the Fallout 4 Launcher and manually set the settings and close the Launcher.
Reload it and hope they stay.
Is it creating INI/Save Files ok in Documents\My Games still?
Optional "Default" the Nvidia Control Panel 3D Settings at he top of the window and try above ^
An in editor, might help you change the graphics card to be used.
When I did search, looks like it's mostly laptops with 2 graphics options that have issues.
