"Not identified" just means that the launcher doesn't have pre-set setting definitions for modern cards, and you have to set your graphics settings manually.

That shouldn't be causing any fps issues, those would be a separate issue. I seem to recall that "godrays" is a problematic setting for some people. And with a 1660Ti, you'll want to have Weapon Debris (advanced settings) turned off.

One can use Nvidia's GeForce Experience and let it optimise the game's settings for one's hardware. This will disable Weapon Debris, enable NVHBAO+ (Nvidia's ambient occlusion), and allows for a range of settings from quality to performance, and lets one set the desired resolution and display mode. When enabled in the driver can one use DLDSR with Fallout 4 to get higher detailed graphics.

It's funny because I can't identity your video card either 😂

I tried to graphics settings manually, but i wont work, every time it just didnt save the setting, once i press apply and launch the game, its still on default low setting 720p with window mode.
I tried to configure in Geforce Experience and configure the setting there but also didnt work.

I have the same issue. Plus If I hit "Play" on the Launcher, It just starts up as a black screen, or black square, if windowed. Tried all different kind of settings, but it just doesnt want to work.

3080ti

This will be a problem with Windows and the Documents folder. Your game will likely not be able to create save files, either.

Disable OneDrive, check anti-virus software and add exceptions for game and launcher if necessary, check Windows settings on Privacy&Security.

It might even be worth trying to run the game in Administrator mode.

U til the game updates on the 25th, you will have to use a mod on Nexus to correct this issue.

I think the mod is Buffout on Nexus mods.
Issue is I'm not at my PC looking g at my mods list.

Mine did the same with a 3080 so I just set the settings myself, all ultra, turn off motion blur, done

No idea which mod you have in mind, but is not Buffout 4. Buffout 4 adds a crash logger, achievements enabler, and makes some tweaks to the engine with regards to performance. However nothing in regards to the launcher being unable to detect the graphics card.

Maybe you were thinking of the High FPS Physics Fix to run the game above 60fps. When the game runs at a far too high frame rate can it end up with a black screen. But the problem currently is to set up the game properly, and there appears to be a problem with some people's Documents folder and security settings.

I would update my video card drivers and wait for the patch coming on 25th. Even if this does not fix the message, that message means nothing you can still play the game.

Try delete the Fallout4prefs.ini in Documents\My Games\Fallout 4 folder first.
Start the Fallout 4 Launcher and manually set the settings and close the Launcher.
Reload it and hope they stay.
Is it creating INI/Save Files ok in Documents\My Games still?

Optional "Default" the Nvidia Control Panel 3D Settings at he top of the window and try above ^

Fallout configuration tool,

An in editor, might help you change the graphics card to be used.

When I did search, looks like it's mostly laptops with 2 graphics options that have issues.
