Do you have a 144hz monitor?

I vaguely recall some bug posts from last year, something about high-framerate monitors making the game cap at 1/3 their Hz (so 144 = 48).

Not sure if there's mods that'll do something about that, but manually capping your game to 60 should do the trick. Nividia control panel?

(Not sure if High FPS Physics Fix does anything for this. Or if there's some specific aspect/type of higher-Hz monitors that triggers it.)

had problem with fps lock as well, you need to go to config.ini file and turn it off, game does not have internal option in UI, LMAO

...users/Documents/mygames/Fallaout76
Fallout76Custom.ini

Find the line that says iPresentInterval=1
Change the value from 1 to 0 and save the file

Also, check your DLCs in Steam. When you have the High Resolution Texture Pack enabled can this bring down the performance.

It is an old game and was released when 60Hz was the standard and players were happy with 60fps and running their games on Windows 7. Hence it needs tweaking to run on new systems. Especially high frame rates, the security and privacy features of Windows 10/11, and OneDrive can cause problems.

1.) Set "Windows 7"-compatibility. Go to Fallout 4's Steam folder, i.e.:

C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\

and set both, Fallout4.exe and Fallout4Launcher.exe, to run in "Windows 7"-compatibility mode. Right-click each file, and see Properties->Compatibility.

2.) Set your monitor's refresh rate to 60Hz, or limit the game's frame rate to 60fps in the graphics driver, using tools or with mods.

As an alternative and when you are familiar with modding can you use a mod to run it at higher frame rates:
High FPS Physics Fix - https://www.nexusmods.com/fallout4/mods/44798

3.) If you have an Nvidia card then disable Weapon Debris in the game's launcher. See under the options there. Nvidia has changed the API in recent times and weapon debris only works on older GTX cards. Newer GTX cards and RTX cards will cause a crash randomly early in the game.

There, too, is a mod that will allow weapon debris to work on newer Nvidia cards:
Weapon Debris Crash Fix - https://www.nexusmods.com/fallout4/mods/48078

One can use Nvidia's GeForce Experience and let it optimise the game's settings for one's hardware. This will disable Weapon Debris, enable NVHBAO+ (Nvidia's ambient occlusion), and allows for a range of settings from quality to performance, and lets one set the desired resolution and display mode. When enabled in the driver can one use DLDSR with Fallout 4 to get higher detailed graphics.

60 hrz is still standard, lmfao

That's your issue. Set your monitor's refresh rate to 60hz. Should work better then. That is all I did with my RTX 3060ti OC. I have a 100hz monitor. Opened up display settings in Windows 11 for the desktop and set the refresh rate to 60hz. Game plays smooth and consistent 60 fps, maxed settings. Very stable and looks really good at 1440p, Full Screen on a 27" 1440p monitor.

Will give this a shot, thanks!
the event viewer also looks as if the game is trying to access Game Bar, which is turned off, and Meta services which I have turned off.

I have a 240 hz monitor. I9 13900kf, Rams @6000 mhz and a RTX 4090. Right on the main menu, the game was aweful at 13 FPS... Yes, 13 lol, never see that of my whole life, and this game was running perfectly fine with my old Pc with a I7 3770k.

I disabled the weapon debris thing in the setting of the launcher. And now I have arround 90 FPS. I play 2h30, for now it's perfectly stable arround 90. I have the HD texture pack and EVERY settings maxed @2K, bordeless window. But it's weird because my Pc just sleep... My GPU is under 40 degree, arround 20-30% usage... I mean, my desktop (I use Wallpaper Engine) use more power than this game.... It should be stable @240 FPS. I play a lot of old game that run better, even skyrim...

But I didn't have any glitch because I have more than 60 FPS. Like Conan Exile, if you have more than 60 FPS, your character continue to move.

Running above 60fps can have strange effects, not all of them bad, but some are. One can get stuck at a terminal or in power armor, dialogues can get cut short and one misses some part of it. But your game, your way, of course.

If you do not mind modding and have some experience then try this one. It is a bit on the advanced side, but produces higher frame rates especially in downtown Boston:
https://www.nexusmods.com/fallout4/mods/46403

Part of your performance might also get lost because of the High Resolution Texture Pack. It is 58GB of textures, but these are just very bloated and not optimised. You could try disabling it and see if it makes a difference. I prefer running DLDSR to increase texture detail and make more use of the GPU. DLDSR gives the tensor cores something to do instead of being idle.

Ohhhhh, that's explain why they always talk over before the end of the dialogues lol. I'll see if this mod is in the in-game mod section... I don't want to reinstall the nexus thing and mess with order, update and everything. If not, I just gonna limit my FPS lower with RivaTuner.

The bigger risk with Nexusmods is that these get addictive. Some are so good, you think you cannot live without them. Running this game smooth with fast load times, with HDR on and the ELFX mod is like playing a different game. And then a new user interface like FallUI, a satellite image as a replacement for the default PipBoy map, a mod to list all modifiers of the weapon mods at workbenches (like what exactly is the difference between a Muzzle Brake and a Compensator? ...). It has so many good mods, it is a candy shop.

Muzzle brake shoots the ignition gasses out the sides, reducing kickback.
Compensator shoots the ignition gasses out the top, fighting against the muzzle rising.

According to google, and Field&Stream, anyway. :D
