Not if you are not using mods. I have zero concerns of that happening because I don't use mods.
Thus the devs of the game the mods are for are not obligated or required to ensure the update doesn't break the mods.
EULA we all agreed to states the devs may update the game at anytime.
Not liking this because it breaks our mods does not change the fact that the devs have every right to do what they are doing.
I don't like it either as I have 180+ mods that are going to break, but I know and recognize that I have no say and I'm going to have to hope the mod makers can or will update their mods.

The timing has nothing to do with some conspiracy against FOLON or modders in general.
The release date of the update is two weeks after the premiere of the show. More than enough time for people to watch it, and a time period within which any renewed interest from former players, influx of new players, and money spending within FO76 is going to be at its peak.
Releasing the FO4 update to coincide with the show’s debut would’ve put FO4 and FO76 in direct competition with one another over players’ attention.
BGS knows that FO4 is still popular and retains a pretty impressive player count for a 8+ year old singleplayer game.
But FO4 isn’t monetized.
How much money you can spend in FO4 is finite, whereas you can perpetually spend money in FO76.
BGS wanted to first capitalize on the uptick in FO popularity through their live service game before any of the others. They wanted to push people towards FO76 first, and giving former players a reason to return to FO4 and new players an added incentive to consider FO4 would’ve undercut this and diminished potential new profits.
BGS has no reason to resent or try and sabotage the FOLON release. It generates interest in FO4, motivates people to play and come back to FO4, will and has likely motivated new purchases of FO4, and - even though they played no part in its development - FOLON will make BGS look good and earn them some degree of credit for creating a game with the kind of modding support and tools that made FOLON possible.
