Is it on steam if you buy it from gamestop
Gamestop or what ever, I want it physical and I'm wondering if it's connected to steam then?

Yes.
You can't avoid Steam if you want the PC version of Fallout 4.

I got the Pipboy Edition from Gamestop. It comes with a steam key, but I don't think I have to use it if I don't want to.

It's likely that to play the PC version you need to either to get a crack or verify through Steam.

Due to the absence of GFWL, it's likely that Fallout 4 will use Steamworks as its main form of DRM.

On PC I am sure it will be a Steamworks title. Steam is the anti-piracy/anti-theft measure.
