Best mods?
What mods do you suggest for me to get?
Im more for ones that expand the world like adding in cut content, more weapons
But i also want one that would expand upon the settlement mechanics as i feel like its lackluster and i want it to be attacked more to give it immersion

Try Sim Settlements or the newer (but maybe less stable) Sim Settlements 2.

The cut content is not that impressive but sure get it.

Do a search on Nexus F4 mods. There's tons of them on there that will do what you described. Really, "best" mods is a subjective topic. What other people like and enjoy may not do it for you.

Have you got the DLC and done that? Far Harbor adds a lot of content.

iv played far harbour and the others before and im sure gonna get it when i get more money but atm im going to stay with vanilla

Just be sure to read the requirements for any mods you download. Many of them require NukaWorld, Far Harbor and others.

Far Harbor is vanilla DLC, not the hokum/moving the goalposts/wool over the eyes cash cow that is teh club...

outcasts and remnants
a short story of depravity
now i 'm trying the bleacher , project valkyrie ,
also ceck for fusion city rising
this mods adds quests ,companions and more just have a look at nexus or others

I agree with this post. I use these mods aswell and it gives you more things added to the game to try out.

Script Extender and Place Everywhere, because 95% of gametime is me building sheds and vaults. Settlements Expanded (SSEX) adds cool stuff.
Glow sight mod for the .44 revolver changed my life. The default fixed irons are atrocious in virtually all circumstances, but simple glow sights like 10mm Pistol is a huge QoL improvement.

The handgun is beautiful, but the other weapons are extremely OP, especially the shotgun. Break action revolver is also amazing.

im trying to find a mod that allows me to build into things like im trying to build a wall around sanctuary but the sign at the entrance of the place stops me from doing that or even adding in ceilings

Here are some I am personally using and so far hasn't caused me any problems in my current 180 hours playthrough, they should be easy enough to find on nexusmods just by entering the mod's names{

For settlement building:

- Place Everywhere: lets you build anywhere, scale objects, set object as unmovable, etc, check the mod page, learn the various controls and experiment, you'll be surprised. there are other mods that allow you to remove more things, but they usually break precombines, which usually end up making the game less stable in the long run. If there's something that cannot be removed by PE, I usually just get creative and incorporate the object into my build.

- Homemaker: This is my first ever settlement mod, it adds a bunch of things, try it for yourself and see if you like it.

- Basement Living: Ever wanted a private place in one of your settlements where you can duck into and settlers won't spawn in? This mod offers several basements which you can add to any of your settlements. The workshop inventory will also be linked to the settlement's so no need to lug them around.

- CVC Dead Wasteland, Woodys Wasteland Stuff, Kuro Tab: These three which I only recently discovered adds plenty of lore-friendly pieces, I love them.

- Reginalds Prefab Shack Fest: Don't want to fiddle with building too much? Try this one for some nifty ready made plopabble shacks! Also a recent discovery.

- CWSS Redux: Adds toilets, kitchen sinks, shower stations, modern looking and even lore-friendly wastelandish looking ones.

Somewhat related to settlements:

- Faster Workshop: After I got a bunch of settlement related mods added, bringing up the workshop menu can take quite some time and can be annoying, this little mod solves that issue perfectly and even lets you assign a hotkey to bring up the settlement building menu.

- Better Settlers: Varies the type of settlers who come to your settlement. I usually use this in combination with Ponytail Hairstyles by Azar and Eli's Armour Compendium for more outfit and hairstyle variations.

- Salvage Beacons: Tired of being overburdened and being forced to return to one of your settlements just to dump stuff? This mod lets you have others carry your junk back to any settlement of your choosing.

-Gruffydds Signs and Posters: Adds a bunch of posters and settlement signs.
