Defend Settlement missions bugged
I've had four settlements come under attack so far. I've responded to all of them. However, only two of them actually came up as 'completed'. The other two - defending Red Rocket Truck Stop from synths and defending Nordhagen Beach from Gunners - never completed, even though in each case I killed the attackers, talked to a settler ("Hey, thanks for the help; we would have never survived without you; blah blah blah.") and then....nothing. Mission still shows up as in-progress under the Miscellaneous category. If I quick travel somewhere, the missions gets FAILED. If enough time passes, the mission gets FAILED.

So...what's going on, here? This last time (Nordhagen Beach), I even reloaded a save from before I went there and fought the battle again to the same effect. THEN, I backed out of the game, restarted my PC, and reloaded that earlier save and fought the battle a THIRD TIME. Still to no effect - mission is still showing as current and in-progress.

Adding this as Bug #127 to the list. Yay.

Might have a partial answer to this problem. The two missions that wouldn't complete were ones that simply popped up as a community got threatened. I did NOT hear about it on Minuteman Radio. I just had another defense mission pop up, then I immediately turned on my radio to Minuteman station and went to do the defense. It completed successfully. So, maybe there's a scripting tag in there somewhere related to whether the radio is on or not (like you're only supposed to get the mission if your radio is tuned to that station or something), but when they redid the mission to make them pop up automatically as a settlement comes under attack, they forgot to update the radio-related code, too.

Just a thought. Going to do further tests.

Okay, seems to be related to the radio. Had two more defense missions pop and I've had my radio tuned to the Minuteman station constantly. Each time a mission's come over the radio, I've gone and done it and it's completed just fine. So could be related to it.

Synth defense missions just seem to be bugged, period. The radio trick has fixed all other defense missions except synth missions. You kill the synths, then 30-60 seconds after the last one goes down, one random settler will start attacking everyone else. When you kill them, they have a Synth Component in their inventory. And...that's it. The mission never updates. Or maybe it's related to a step in another mission line that I haven't done yet or something.

Aren't people who have a Synth Component in their inventory when they die a Synth? They probably count part of the Synth faction.

I wonder what percentage of my Settlers are actually Synth infiltrators.

They come in waves. Once you beat a group wait and more will attack. The settlers will thank you but its not over until you beat all the waves of attackers.

Nah, the synth missions are bugged. I had a "Jamaica Plains under attack!" message pop up, went there, no synths. Just one settler who'd turned on the others (he had a Synth Component in his inventory, so had been 'turned' or whatever). I watched the settlers chased him into the basement stairwell of the Jamaica Plains city hall and gun him down. Mission never completed. Spent a whole in-game day wandering around, building things up (been a while since I'd been there, and they needed more water and beds), constructing a new housing unit, re-equipping the settlers (upgrading leather for combat armor, etc), and so on. Night came and went. Dawn broke. Then noon the next day. Nothing. So I wandered around the local countryside, scavenging. Came back at sunset, went to sleep at 11pm, woke up at 7am. Still no attack.

I have this problem too when the synths attacked Greentop Nursery, I tried killing all of the settler to find who's the synth, to no effort really...they're also alive when I return to the settlement even though I failed the quest...

Odd.

I have the same problem with Sanctuary... Got a defend Sanctuary mission via the Misc missions but do not recall hearing it on the Radio... Got a save from not long before it happens too... There was one synth settler that died within moments of me arriving thanks to my heavy internal fortifications and a wave of 6-8 synth robots which raided from the direction of the nearby Vault.

Regardless of whether it appears in misc missions or I pre-empt it the end result is generally the same... as soon as I fast travel I loose 50-100% of the population (19 after the synth settler died) and all food/water/defence.

I have tried killing various settlers to see if any of them die with a synth component and none of them have one (I tried nuking them all while they were at the bar with no dice on finding an infiltrator).

The mission id via the console is WorkshopSynthInfiltrator01 (or something like that). Even forcing the mission to complete does not resolve the problem.

This really annoyed me but last night I moved all my companions out of Sanctuary (5 of them) and let the settlement go pop. The initial fast travel shows a population count of 0 but when I got back the settlement settled at 16.

I think part of the problem may have been that I moved companions to Sanctuary despite it being "greyed out" (cancel while dismissing them there). I have a small fort like settlement at Red Rocket Truck Stop (deliberately kept small - 6 settlers which seems to be the natural population count for an outpost with a shop and manned defences) and have added resources to support 10 companions being housed, fed, and watered there.

My settlement cap with my base SPECIAL attributes seems to be 16 (17 after a recent charisma point increase).

If you want to avoid the issues you may need to ensure that you may need to either minimise the time you spend in Charisma enhancing gear, be prepared to have all Power Armor and normal kit configured with comparable Charisma boosts, or be prepared to never (or minimally) use the Power Armor (since the potential Charisma boost is much greater with the base armor/cloths). In addition, I would strongly recommend not trying to circumvent the natural settlement population cap (based on your Charisma as I understand it) just so you can keep you companions at a particular settlement.

I found a fix. (Thanks Google!)

This has happened to me a few times now, always seems happen when synths attack a settlement. My best guess is a synth infiltrator doesn't "flip" so the game thinks there's still one present. But you can use a console command to resurrect a killed npc, kill it again, and that seems to satisfy the defense counter.

Open the console (type the ~ key)
Click on a dead enemy
Type "resurrect" (without quotes)
Exit console mode, it should be alive again. Kill it and reap the rewards.

It's a shame we need to use console commands to complete a game event, but hey, it's a Bethesda game so we gotta take the bad with the awesome.
In order to complete them, you have to run around your settlement (esp. outside the green zones for building)... some enemies get stuck and if u dont kill all of them, the quest doesnt count as completed.
