White texture glitch.
Theres a glitch I just encountered where all the textures would turn white and have some sort of motion blur to it. It only happens when I look in specific places. I have a screenshot too. http://steamcommunity.com/sharedfiles/filedetails/?id=553978305

Also getting this, but only after new Nvidia 390.00 drivers.

I had it before driver updates

Disabling Wetness fixes it for me. in the launcher settings

I got the same thing but only at the mining place by Summerset. I adjusted changed the texture quality from "high" and it fixed the issue for me.

it's a bug with the "wetness" effect, deactivate it
