My other locations were pretty level except the theater where I split the crowd at HMA to Sanctuary & theater.
That's what I've done with my settlements.
I also turned off the beacon at certain settlements to cut any more settlers from coming in.
So far it seems to work.
I got Sanctuary to 24 population, Red Rocket to 26, Starlight Drive in to 25, and Ten Pines to 9 (fairly new.) Meanwhile my Abernathy farm was completely stuck at 11 population and I had that one before Starlight Drive Inn.
I tried turning off the recruitment beacons, it did nothing. That pretty much killed the "overlapping beacons theory" I had as well.
So I played around a bit, and I think I figured out a few things out.
My Abernathy Farm was also stuck at 68% happiness. The number 11 is also my base charisma. So it seems because I did not have enough happiness then it would only recruit up to my base charisma. That is your charisma without any charisma gear of buffs. When I moved some settlers from Ten Pines to Starlight Drive Inn I put on all my charisma gear and escorted the settler there myself. It still remained at 11 population.
The happiness was also stuck at 68% despite having a level 3 food vendor.
My size bar was empty. I had dropped so much stuff onto the ground the size bar was empty. I also had a huge amount of items placed. I stopped droppign items on the ground and started filling the bar back up by placing decorations and such.
The moment happiness reached 70% then people started showing up again. When I visited this morning I was up to 73% happiness and thirteen settlers.
Happiness is kinda wonky. Especially once you start messing with the settlement size. Think of it like this, stores and such raise your maxium happiness cap, but they will not fill to capacity on their own. You need to fill the size bar with items and/or decorations. Going to test out a no decoration theory on a very large settlement later. To see if it is decorations or how full size bar is that really matters.
Keep in mind if you need or want to you can move settlers manually form one settlement to another. I usually equip them wiht a baseball uniform during that transition so I know which are the new jobless settlers at the new settlement.
Like I said happiness is wonky. You can find threads on how to get happines to 100 with just 2 settlers and 1 store. However once you start messing with settlement size bar then it gets really wonky.
I have 11 population, 30 food, 39 water, 184 defense, 20 power, 81% happiness and 24 beds. Yet it still will not recruit more settler to reach the mid 20s like the rest of my settlements.
I also noticed for some reason I am no longer getting the "settlement beacon messages" while fast traveling.
-Level of Charisma
-Possibility of word spreading of your "hero". The more people hear of you, the more willing their happy to move in
-How happyiness is in settlement
-Availability of resources
Happiness is the wonky factor. As for settlements losing people, this is possible normal due to not enough defense and such. Perhaps they could move out due to low happiness also...
I rested for a week, did not gain a single settler in two of the settlements, pop 9 and 11 compared to mid 20s like the other 3 settlements.

I'm gonna try that, I never thought about trying just minimum settlers to make 100% easier, still trying to get that achievement
