Might as well play to your strengths and compensate for your weaknesses.
That's how I see it.
I am level 18 and I have only used 1 point to level up a stat. I haven't really picked any offensive perks either. Too busy spending perks on utility skills. (Lock picking, medicine, hacking, local leader, gun nut, science, armorer.)
Hehe, this is actually how I started my character, I figured that way, with them all at 4, I would be able to put the minimal amount of points into a SPECIAL stat to level it to move to the next set of perks
Depending on what type of character you play, it makes quite a lot of handy perks available from the start
You have some important ones available right away at level 1 without having to raise any stats yet, Toughness, Locksmith, Armorer, Hacker, Gun Nut, Action Boy/Girl, Medic, etc
My character (because of the way I play) had Locksmith, Armorer, Hacker, Gun Nut and Sneak available right away, and since I have all all but Action Boy/Girl picked and leveled to where I have to wait until my character is a certain level in order to raise the perk anymore, I can now put 1 into INT to get "Scrapper" because Screws seem to be in short supply, but armor to break down to get screws from isn't.
Essentially, I play a stealthy character who can craft her own stuff, and hack and pick locks, I figured by starting with all stats at 4, I only need to raise
Strength up 2 points to 6 to get Strong Back
Perception up 6 points IF I want concentrated fire, otherwise, I'll leave it at 4 for Locksmith
Endurance up 2, 3, or 5 points depending if you only want Rad Resistant, Adamantium Skeleton, or Ghoulish
Charisma up 2 to get to 6 for Local Leader, If you want to build more settlement stuff.
Intelligence up 1, 2, or 4 to get to 5, 6, or 8 for Scrapper, Science, Robotics Expert (Science need to craft higher level stuff)
Agility up 1, or 3 to get to 5 for Action Boy/Girl, and/or 7 for Ninja
Luck up to 4 to get to 8 for Grim Reaper's Sprint.
Anyway, that's MY plan and why I went all 4s
Sounds solid enough. Since this Fallout has a bit of a twist on leveling/perks , I figured starting balanced and kinda adapting or lvling towards what sounds fun as i go along.
