Find the one that give you damage bonus for non-automatic rifles and put points into it. You really don't have to stress over your build in fallout unless you're playing on the highest difficulty.
Relax and play the game.
Advices like "dont spend 10 points into perception, you ll find magazines later on" can be really helpfull for my character development, and i want this to be a really long playthough almost completionist, so i dont want to gimp my char from the beggening.
On my second start I've got a 10 luck rifle user on survival difficulty. It's really not been too hard, other than the occasional fight I have to run from. Weapons are easy to come by, and within a few hours I had a pretty nice arsenal ready, not to mention a pretty nice set of armor mods. If you're struggling in a particular area, use your next level to take a perk/special point that will help close that gap.

I just want to play the game tactically, i want to be forced to run from fights, i want to die a lot, thats how i like to play games. But on the other hand i would love to know how to end up having a nice character to enjoy the lategame. For example, i fallout new vegas i was really mad when i realized that i couldnt use the last sniper rifle because i had no points invested properly, those kind of limitations are the ones that pushed me to ask for advice.
You could always download a limiter mod that allows you to level up past the max level, if one is even present in this game
