I have actually took the risk and already bought the game....
played for like an hour on low/medium detail.
playable but kinda glitchy graphics and fps drops.
Could this be a result of AMD drivers or is my card ♥♥♥♥♥♥?
yeah. it should be able to handle fallout 4 at 1080 fairly well.
at the price range it is between that or the r9 380. i'd go with the 380, personally. games are going to require more vram from here on out.
but i'm going to wait to see for myself. if it can't hack it, i'm running to the store before work tomorrow for an upgrade.

will it just be my graphics card that needs an upgrade?
Yeah, those are more then fine. The i7 will be good for another 4-5 years and the RAM will do you good for a bit, but you'll eventually need to get another 8, but not for a while yet. I'd worry about the vid card first. The 960 will be a great improvement for you, you'll love it and it'll be good for a good while still.

note that i asked the question of whether the issues i was getting were due to drivers or a bad card.
Also how am i to know which card to buy next just from playing the game?
