In games like this though where I'm really only directly controlling a single person I like to pause and think about what I want to do. Taking that away by maknig it slow but not stop time puts more pressure on me than I want in a situation like that. It forces tactical thinking instead of strategic.
That isn't always a bad thing but it reduces the time I have to check everything out in my surroundings and be sure that I want to take one attackers limb out instead of trying for a headshot on the closest enemy. I have time to assess which attacker is the most threatening and which target I'm most likely to succede in taking out of the fight so I can deal with the rest.
All in all though the franchise has been moving more towards a first person shooter type game, and that's totally fine, it works well for what it is. I'm just glad they stil have VATS at all so I can still play the way I want, even if I end up having to find a mod that makes it pause time instead of slow it.
It's at that point when I've shot it about 8 times, and it's machete-like claws are about half an inch from my cowboy hat is when I smash that VATs button, and pray for a critical headshot.
Pretty much this. I have FPS games if I want them, Fallout is an RPG.
