Does LUCK affect my loot drop?
Does higher luck stats give me rare items? In previous Fallout, rare items are in pre-determined place.

scoundrels perk looks like the only perk that affect loot drops which gives me more ammo.

It might affect the number of caps, or bullets.
It's not going to turn a 9mm into a plasma pistol though.

(Luck was in the previous games, why wouldn't it work the same way?)

Because other stats like Int don't work the same way?

Also, I'm pretty sure luck does change the quality of loot that spawns, iirc it addresses it briefly in the Luck S.P.E.C.I.A.L. video Beth put out recently.

Going by the Luck S.P.E.C.I.A.L. video it looks like it just might. The way it was worded it sounds like higher level luck equals more caps, more ammo and more/better loot in general. We won't until either Bethesda tells us or we get our grubby mitts on the game and find out for ourselves. This is a pretty good question since they appeared to have completely overhauled the S.P.E.C.I.A.L. system we are used to.

The Fortune Finder and Scrounger perks are still around, so we can definitely expect them to work in a similar way. Anyway, my previous playthroughs of F3 and NV didn't have to rely on them at all and I had no shortage of anything. Unless you're rushing the game and brute-forcing through most tasks, decent pacing and adequate exploring will always yield plentiful of resources.

Only place you may find Scrounger perk useful was in "Dead Money", but even then, once you got the ammo unlock codes for the vendors it isn't much of an issue
