It's that skills are no longer PERCENTILE based - they are now Perks, with multiplelevels. Finding the bobblehead for that Perk/Skill, adds +1 rank to it.
Honestly, LockPicking and Hacking were already skills with only 4 meaningful levels (25, 50, 75, and 100).
Which will directly mean gaining levels more often, and thus Perk points, and thus ... skill ranks, if that's how you elect to spend those points.
...
Also note: each attribute has ten Perks associated with it, one per level.

Obviously, they simply got the name wrong: what they have listed as "melee weapons", the game actually calls "Big Leagues". After all, Big Leagues does specifically say it affects your "damage with a melee weapon".

I'm assuming that was before they came up with a name for it, if you read the chart it said melee weapons for strength number 2.
You guys are the ones bringing up the fact its old. So why post it in the first place if its out of date?

Note, the thread I pointed to? Authored by gkk7z. So your site is just a more graphical and interactive version, of the same thread I pointed out ... except only the perk names, now that the whole chart is known.
Geez, the amount of misinformation in that link is staggering. It was just some idiot making stuff up based on an extremely blurry image and nothing else.
