Yup. But please don't tell me the micro stutter is the result of SLI, because it isn't.
I have no idea what is causing it and why using borderless fullscreen gets rid of the problem at least for me it did.
Almost same type of stutter i had in Vermintide but in that case i had to remove in-game vsync and enable it on nvidia controlpanel. In Fallout 4 having vsync on in-game or on nvidia controlpanel made no difference.

it's known issue that the game does not support higher fps than 60. Does not support means you still can play but weird thing can happen like a door who don't open.

That's the thing. You are wrong. It forces the game to run at 60. If it drops below 60 with that line added to the ini you get massive slowdown. As mentioned, it also has other side effects, such as vault and electronically locked doors bugging out. Also if you use the vault door button with that line added it bugs VATS so it won't activate.
Yeah don't use iFPSClam at all (found that out the hard way).
Use iPresentInterval = 0 and vsync in the drivers (if you're aiming for fps above 60 so the engine doesn't bug out) or use the driver setting to lock fps to 60.
The engine will go nuts if FPS is above 60 and vsync is disabled (you don't want it above 60 on a 60 hz monitor anyways, if that's what you're running).
That's right, you can't open vault doors.
I'm wondering what else gets broken as the result of this line being added? Because, for me, the game is just wicked smooth with that line added. Without that line in there, I have terrible micro-stutter, which I can feel, rather than see.
Honestly, the game is just SO fluid with that line in there. I really can't see myself playing without it. I'm just wondering if I'm going to be able to complete the game now.
I made it out of Vault 111, by re-starting. And there was another Vault I had to re-enter and play through again, for the same reason (because the vault door wouldn't open).
Oh well.
The other effects of that command are the ones I mentioned in my previous post.
I completed the game with it enabled, so it is possible, but you will need to use console commands to do a few things. Any time you need to get through a vault or electronic door you will either have to use "tcl" in the console, which enables noclip so you can walk through solid objects, or you will need to open the console, click on the offending door/object, and click on it so it shows it's ID. You then type disable and the door/object will disappear.
Could you re-phrase this for me, or unpack it a little. I'm not following you here?
Okay. Say you've got a door in front of you and it won't open. type (without the quotations) "~" and then type "tcl". This will allow you to walk through any object in the game as though it weren't there. Alternativly you can type "~" then click on the object that won't open with your mouse. This should display an ID number in the center of the screen. As long as the number is displayed all console commands apply to that object. So with the number displayed on screen type "disable". This will remove the object, be it a glitched door, a lamp post, or even a character.
