It's just a case of muties being bad at understanding idioms.
And i am with Paugus. I did not know Piper had a quest, and i have had her as my companion and lover since i got the chance a hundred play hours ago
Strong doesn't do Shakespeare very well. :P Strong basically seeks how to be compassionate, sympathetic, and benevolent. But he thinks that the Milk of Human Kindness will make him stronger than everything else so he can further his own ambitions. However, being a Super Mutant, those ambitions boil down to pretty much killing and eating people.
All you have to do is hang out with her for a while and you eventually reach a high enough affinity with her that you get her perk
Is banging her considered a quest?
The romance options does give XP.
