You can but not so perfect! Hold e and use mouse.
For arbitrary and junk item you can sadly it will clip to the ground and sometimes it will fall.
Well, I was sort of hoping they'd fix that too. :) Maybe I'll give that up in another ten years or so.
Put said object on the ground, then open your build menu and pick it up. Then you can rotate it just like anything else in the build menu. I collect Nuka Cola Quantums and put them up on a shelf for display, this little trick makes the process very friendly.
