Penetrator doesn't always penetrate

The perk doesn't let you shoot through all forms of cover.

Solidwalls seem to be a no-penitration where light cover = easy xp with that perk

Try to penetrate through a bush or penetrate without? Heck both work with / without that depending on the target in question

It seems like my shots tend to penetrate more when the person is actually covering behind the cover. I.e. he's crouched and waiting to pop out and fire a few shots. If they're just moving around and a wall passes between us as I shoot, I tend to hit only the wall.

So I decided to take a risk on this perk, because I figured "Hey, even though it apparently CAN't shoot through walls, most of my VATS accuracy issues are from a knee high shrub tanking my aim, and you can shoot through those right?"

Both ranks of penetrator and several saves later, I realize... My VATS accuracy is still tanked by things in the way. Like, not even walls. other people. and said bushes STILL tank my VATS accuracy... With plasma weapons.

My current testing is looking at the VATS accuracy targeting my settlers and turrets and yup, dropsfrom 95 to 14% because of a ****ing bush, with my plasma rifle.

I'm allowed to have proper VATS accuracy through shrubs with a pipe gun, combat rifle, laser, railgun, etc etc etc. Even through other people it lists full accuracy (but, you know, will hit the person in front of them obviously) But plasma?

Plasma VATS just drops like a ****ing rock from so much as a twig.

EDIT: Amusingly, sturges didn't mind being shot in the back of the head with lasers during "Will my shot penetrate him to hit Jun?"

Yeah, I was able to snipe through Curie to hit a gunner behind her.

The shot hit her, passed through (she started bleeding but not dying or falling down) and killed the Gunner.
That was kind of funny, but still utterly broken...
