Shotguns are always going to have worse accuracy (and Vats shot count) than most guns. But a long barrel helps a lot, on top of the whole "tightens spread" effect.
Aside from that, moving while shooting causing magical RNG bullet spread even on semi auto combat rifles, yeah.
I've basically given up on Plasma shotguns due to their projectiles nature meaning even point blank shots missing.. My combat shotgun and laser shotgun still see use though.
While moving, your "accuracy" stat goes down (the crosshair gets bigger), and magically your bullets fly all over the place.
Wow it can actually hit a target that its clipping through for damage?
Thats substaintially better than the Flamer with a vaporization nozzle on it... which can't really deal damage to anything at any range. I'm reasonably confident that if I could literally get an enemy inside the nozzle itself it would still do nothing to them.
Putting the standard "long range" nozzle on it makes it have a range almost as good as your "clip through to hit" shotgun.
Long barrel or sawed off.
But I think the problem is that Bethesda's people have never seen a real gun before and assume that all shotguns work like videogame shotguns - complete man-stoppers at two feet and turn to cotton candy fluff at ten with the incredible spread they give them.
No chokes or anything to change the tightness of the shot pattern in the mods you'll notice.
This is my theory too.
