Which leads me to the question "is it the PA case which disables the protection of your body wear or is it the PA armor piece which overrides your bodywears protection?"
Seems Bethesda have taken a bit of a shortcut here and are treating PA like in the older games, so it's basically just clothing NOT the vehicle it in fact is.
