Neither does the BBB - as they're not an *enforcement agency*. They're a *private* group that gives ratings (and some bad press if necessary) over businesses with dissatisfied customers. And that's it. They don't 'instigate' fines against anyone. Worst they can do is some investigation and then turn over their data to an actual enforcement agency to deal with. If that agency chooses to. Which it won't.
So, OP - let's say we open a complaint with the BBB, what then? Did *you* look at the BBB's rating of Activision before purchasing one of their games? No? Do you know anyone else who did? No? Then what the ♥♥♥♥ is the BBB giving a poor rating to Activision going to do? Other than ♥♥♥♥-all, I mean.

Actually, it's my experience that most businesses in the US are a lot friendlier and more conscientious than their overseas counterparts. We have installs throughout the world and it is, unfortunately, quite common for some overseas companies to take the line that anyone who doesn't think they produce the best product doesn't know what they're talking about to the point where they ignore complaints, close their doors, and blame the consumer for not being savvy enough to buy their product. I have personally seen this happen more than a handful of times. US businesses seem, to me at least, to be very consumer conscious. Heck, I have a bedside laptop table and the casters broke, twice, and they sent me new casters AND a brand new table, completely free.
Similar thing happened in a certain Middle Eastern country and their response was, "So? You want to buy another one?" And a certain European country, "You're using it wrong." A table? Seriously? There's a wrong way to use a table?
Anyway, on behalf of all Americans, I apologize for the OP's cluelessness and assure you, we are not all like this. XD
