Make, no. Mods eventually will do that, I'm sure.

Add via console, yes. Just need the item ID number.

You could attach the "Never Ending" mod to a weapon you like and then also give yourself 100,000 rounds of ammo for said weapon, if you wanted. That'd be basically what you are asking for, without being invicible, having 999 of every resource, never recieving radiation damage and so on.
