by default you run so you have to hit the caps lock button to take the speed out of it
edit: having "sneak" on lv 4 eliminates the running penalty
If you're using a rifle or pistol, just make sure to quickly move back somewhere dark if your enemies can reach your current position, otherwise, you'll easily be able to kill them all with but a single perk point in stealth. If you're using a shotty or melee weapon, you'll likely have to watch patrol patterns and wait for enemies to get close to you.
Also, standing completely still is usually enough for raiders and other enemies to completely bypass me despite them being in front of me. Give it a shot!
I assume he means the flashlight aspect of it.

At the early levels it was quite difficult. I didn´t have the weapons to oneshot ppl or take them out from a good distance. Melee wasn´t possible at all except with a lot of luck or patience. By now (lvl 40) it´s so easy to go stealthmode since I`m having the perks and experience in how to do it. I even do it with powerarmor on and any weapons since I got used to it.
btw: its ok if they´re looking for you as long as you´re not in danger-mode. then your cover is blown
TO THE OP:
You need more Agility, for one. The higher your agility, the better your Sneaking will be.
Also, if you want to stealth, wear LIGHTER armor. Sure, the legs are muffled ... but what about your arms, and chest? Light or Ultra-light is your friend, there. Shadowed, alternately, if you're patient enough to wait for nightfall before sneaking around.
Another thought is: KEEP YOUR DISTANCE. Sure, a silenced pistol is nice enough ... but a silenced RIFLE is better. For one, higher caliber bullet means more damage. For two, longer range means they're less likely to find you straight off. (You won't go straight to [DANGER] as often - it'll usually be [CAUTION] for a while.
Get a Hunting rifle or Sniper Rifle, chamber it for .50 if you have tne ammunition for that. Pop a silencer and a Long Recon Scope on it. Use the Recon Scope to find, and (automatically) MARK, every enemy in the area.
Then pick one, take your time to aim - don't forget the hold your breath - and go for a headshot. At the most, the ABSOLUTE most, take a second shot from that location.
Then MOVE MOVE MOVE MOVE ... do not sit in the same place and keep shooting, if there were any survivors in a position to see your victim die - or hear him cry out - they WILL be looking for you, and every shot you take from that same place will increase their odds of finding you. Cumulatively increase it.
So the tactic to use is "shoot-and-scoot". Before that first shot, have a couple decent "next place to go"'s picked out. Thwp, thwp, and be on your way.
Lather, rinse, and repeat as necessary. :)
