Maybe because you can mod your 10mm pistol to be fully automatic?
By the way put a few point in the Commando perk. I put around 3 into it and the submachine gun pretty much became my indoor sweeper.
I can tell you why you don't want to convert the SMG to .38 even if you could -- if it dealt any less damage, it would heal the target :)

I have sadly given up on the SMG entirely. There is ALWAYS a better option - the damage stats are just way too low. Hell, 10mm Pistols regularly outdamage SMGs.
.... and I'd have to give it a custom name, "Tickle Me Elmo".
.... and it can't hold a candle to a max-modded Combat Shotgun (muzzle brake, recoil compensating stock, long shielded barrel, advanced receiver, reflex sight, quick-eject drum magazine), with the Rifleman perk. Seriously, 174 damage, fires as fast as I can pull he trigger. O_O
RPing as The Shadow. all i need now is to mod that hero costume blacke and get a red scarf plus find a Colt M1911 mod.
What about Fallout's very own Silver Shroud?
I used the Silver Shroud's voice all the time, never broke character. Seeing those thugs actually believe and run away at the end was priceless.
