But breaking them down based on defense I suppose the ratings would be...
- Fallout 4 PA - Easily the highest defense against incoming fire, being able to withstanding massive onslaughts of incoming projectile and laser fire with just T-60 models. Also hydrolic bracer modules means it has significant melee capability. But agility is easily the lowest of the three, and the armor itself is quite bulky, which can be a major weakness depending on what you are fighting against. Still, no fall damage >:) For those not trained for combat (most of us I would imagine) this would be the right choice.
- Crysis PA - Probably the highest agility due to its modules across crysis 2 and 3. Being able to jump to massive heights is useful as well, and it has strength augments if I remember correctly, though I don't know how it compares to FO4 armor. Armor mode provides significant projectile protection, but is not invincible and has limited duration, so is overall less durable compared to FO4 armor, but more than Halo armors. Suit is still the most agile, and has the most flexibility in combat. However all these "abilities" are not innate, then require the user to know what they are doing, and have a trained physique. So this suit would be best for those trained and skilled in tactical combat only.
- Halo PA - Presumably MKII armor I suppose? There aren't huge differences between the various models regardless. Armor provides the least amount of protection (heroic difficulty is considered close to canon, use that as a baseline) without shields. It is the only armor with shields however, and those shields recharge. Still, crysis armor mode recharges as well, so H3 would still be at the bottom in terms of protection. No inherent strength augments AFAIK, the spartan in the armor is just that strong. However it is more agile that Fallout armor, but not as much as crysis. This one would probably fit "ordinary" soldiers the best, IE combat training, but not special forces, simply because its essentially just a much more protective armor without any special tools, unlike the other two.
Agility, and the absolute sheer brute force that goes along with it. Crysis nanosuit seems like a close second, but never played Crysis so idk.
Fallout power armor is far too bulky, and can easily be exploited. 𝐀𝐧𝐲𝐨𝐧𝐞 𝐰𝐡𝐨 𝐝𝐢𝐬𝐚𝐠𝐫𝐞𝐞𝐬 𝐡𝐚𝐬 𝐧𝐞𝐯𝐞𝐫 𝐞𝐯𝐞𝐧 𝐩𝐥𝐚𝐲𝐞𝐝 𝐇𝐚𝐥𝐨. I'd assume power armor would be equivalent to a Hunter in the Halo universe. Just with a little bit more fire power. So the average Spartan II, such as Chief for example could best any fully armored BoS member, or multiple for that matter. Chief is just too agile, fast, and accurate to be bested by a slow clunky piece of old-world technology.
the mjolnir armor and nano suit both provide good defense from light arms and at least for halo the sentinel laser weapons arent that big an issue. id say power armor loses this contest
