is there a way to get the SPECIAL movies to always play when i start up the game ?

Not that im aware of. They have them for the videos of the wasteland mods though

I think I remember an INI setting somewhere regarding it. I definitely came across something like that while modding, but I didn't change it because I had no reason to.

I'd recommend looking up a mod for it, then check out the contents of said mod and see if they are readable (IE not a BSA). Might help indicate what specifically controls that function.
