I felt somewhat cheated.
Right? I mean cuz you never know when that uhh...Legendary Savage Deathclaw...err...Super Mutant Behemoth ...no? What actually CAN survive a critical hit from a Fatman, even on Survival? Haha
I feel like at times they seriously phoned it in with the Legendary prefixes. Like no one stopped to think "But this is dumb/useless." Oh well, guess I'll maybe clear out Quincy again or somethin, and see if I get lucky. Or knowing my luck, I'll get some ♥♥♥♥ like a Missile Launcher that stacks bleed.
Depends heavily on your perk distribution I think, but hell yes to the Explosive Combat Shotty. I had one on a different character before I restarted, and wow, serious noob cannon. Nothing can withstand.
Haven't been lucky enough to find a Two-shot Gauss, best I've had drop is one with Crippling.
Spray n Pray seems alright, but personally I don't care for the classic Tommy Gun look juxtapose to the other fantasy style ones in the game, and for some reason, with a higher fov (95), the first person view is all jacked up - arms are like super extended and the gun looks tiny. Not for me.
If you want to test that, there is theoretically a way to generate a ridiculous number of legendaries. Doing so will require console commands and would be a massive cheat, but it may be useful for statistics regarding distribution of legendaries.

It seems that when a legendary ghoul gets resurrected, it gain another legendary drop.
So, if we put this together:
(1) In a settlement, build an enclosure with high enough walls that any ghouls cannot climb out.
(2) Build machine-gun turrets outside (no missiles, you don't want splash damage because you want to minimize the risk of killing all the ghouls at once), out of reach of the ghouls; maybe put railings or some other way to constrain the angle they can fire at, to reduce the chance of ghouls losing their legs.
(Edit: No lasers. Laser turrets can turn enemies into piles of ash, and I doubt that glowing ones can resurrect ash piles.)
(3) Maybe put some cover in the pit to again reduce the chance of all ghouls dying at once. You want some being killed, and others living long enough that they resurrect the dead ones.
(4) Toss a random object into the enclosure.
(5) If you have heavily armed settlers in the area or missile turrets with LOS that you don't want intervening, build an outer set of walls to prevent this.
(6) In console, select that object, and do
In theory, with a reasonable distribution of firepower and enough ghouls, legendary ghouls will sometimes die leaving legendary drops but not so quickly that the population drops faster than the ghouls can be resurrected. If it works, it'd leave behind a large quantity of legendary items, maybe enough that you can get some ideas of what's common and what's not.
When you're done, build some rocket turrets and/or throw in explosives. Maybe throw in a Hallucigen gas grenade if you have one.
I let Cait run around a bit with Kremvh's and she destroyed. Between the poison and bleed and me peppering them with rounds, ♥♥♥♥ died very fast. Especially when she'd sweep the leg.
But eventually I hadta go Lone Wanderer because the dialogues and getting stuck in doorways just bugs too much.
And you know that food is bugged, right? It's giving like 500 percent melee damage or something insane like that. So don't get too used to your crutch, bruh! :p

I'm pretty certain Explosive can be seen legit on the Assault Rifle or Minigun, or at least I have seen people post screens, but I suppose they could have used the console.
Personally, I'm pretty puritan when it comes to using the console for anything other than fixing broken stuff. I'm trying really hard to go the straight and narrow, even if I do kill and maim and steal (but in the name of the Brotherhood so it's all good right? :p )
Kudos for listing the comprehensive testing/farm method, though, I'm sure it'll be of use to some here. But for now I...must...resist.
I'm just now reaching the level 70 range (4/5th's of a bar off from 70 actually), my other highest toon was in his 50's, and while I've mostly been getting hosed with lackluster Legendaries, I do seem to be getting pretty lucky when it comes to Plasma Rifles.
Thankfully too, since aside from the drawback of ammo rarity, which is now mostly a non-issue, they're ridiculously awesome and powerful and definitely one of my favorite weapons in 4 (looks and sounds damn sexy, especially in slow-mo). I've managed to get a Two-Shot, Instigating, and Wounding (bleed) all to drop. But other than that, my weapon roster is truly lacking that sincere, cohesive overpoweredness and I'm relegated to stuff like Troubleshooters on my Assault Rifle, or Freezing on my Minigun. Some critical ♥♥♥♥♥♥♥♥ on my Missile Launcher that already one shots near everything. Much weaksauce, but I suppose they still get the job done.
Still, I couldn't help but bitterly smirk and shake my head at the game (maaaybe uttered an obscenity or two directed at it as well *cough*) when I got the above weapon to drop. Like...really? I mean, the Legendary enemy I killed might as well have dropped caps or a ♥♥♥♥♥♥ paper weight, lol. So pointless. C'est la vie.
Armor? With enough drugs, you don't need armor. Or clothes.

Almost everything can survive a hit from a fatman on survival, a crit sneak attack fatman nuke wouldn't even kill a basic assaultron (I've tried, it did like 30% damage), and would tickle a queen mireluk. That's without heavy weapon or explosives perks though, or sneak attack/crit damage multiplier.
Haha! Epic. I could only imagine if you legit like used this method throughout the whole game. Restocking would be a total ungodly nightmare but still, awesome.
I realize now too that this is what I'm missing- time to re-examine some of those other overpowered foods I've neglected so far.
And of course I need armor. Otherwise it would just be silly when I make robot noises while stomping around. You don't want me to feel silly, do you?

I'm trying to hold off on mods also, since just the inconvience that comes after patching, and better stuff coming with the CK, being a Mod Organizer fanboy, all that, but damn, this sounds like a feature (or something similar) I actually think should have been integrated into the base game to begin with. It really does feel ♥♥♥♥♥♥ to play for so many hours on characters and get hosed so hard. No one likes getting the feeling that they are being ♥♥♥♥ on for their work and time. The RNG aspect only adds to replay value so far, I think, then it just gets frustrating and demoralizing.
Ah, you see, I honestly never personally paid any mind to the Fatman for the majority of my playthrough until I maxed out both Heavy Gunner and Demolitionist, then bought Big Boy from Arturo. :p Over 2600 damage (!!!).
But now I kinda feel like...it's still a bit pointless? I mean, realizing all the drawbacks - the ammo is stupid rare and expensive (if you can even find a merchant that has one or two shells), it has an awkward aim mechanic despite the great range, the mod for it in my opinion genuinely sucks (yeah, MIRV has a ridiculously huge blast radius but the range is murdered by the mod, makes it pretty pointless), but above all- with the same perks you can pretty much 1-2 shot anything with a Missile Launcher instead. Which tracks. And is more common overall. And is much easier to stockpile ammo for.
The only downside is the splash damage really. Oh, and it doesn't look anywhere as cool as seeing a big ass mushroom cloud. So then I guess it goes from being kinda useless for not being able to one shot, to being kinda useless because other stuff fills the role better- underkill then massive overkill.

Nah, I like stealth alright, moreso for the challenge of the mechanic early on. Still need to play a character to higher level stealth (I got a bit bored after a point and decided to go tin man tank/soldier style instead). But let's be honest- those multipiers and the high ranks of Sneak are broke as ♥♥♥♥, too. You could be making due with a ♥♥♥♥♥♥ Legendary pipe pistol.
Sneak 4 with some extra covert ops, combined with stealthboy power armor mod (x01 VI), kinetic legs and targeting helmet with all the rifles recon scoped, they can almost never find me and I can always see them. I don't even need to stack chems for damage 9.9 times out of 10 simply because my base damage is so high. I'm also so min/maxed for sniping that I don't have any vats perks or even really need it for anything other than spotting any active npc's within range that I miss with the targeting helmet.
The stealth stuff doesn't need a nerf the AI just needs to be completely redone for the next game, their NPC's are garbage. If you are inside a building and you stealth kill any intelligent npc (raider, synth, BoS) they should sweep the building looking for you, not wander back and forth in the same spot then lose aggro.
