Fallout 4 affecting internet connection
I have a weird behavior with the game that it would affect my internet connection.

I really dont understand why this is only happening with Fallout 4

The only thing I can think that it might be is the Creation Club nonsense.

There's a mod called CCCleaner (something like that, if not exactly) that removes the CC stuff from the menu. I do not know if it prevents the connection. I'd suspect not because there's also the modding menu. Anyway, it does also require F4SE if you're not already using it. Worth a shot, I guess.

But on another note, why care if you're playing the game? Unless you're multitasking and watching streams simultaneously.

To help alleviate the impact on streams, just play offline, or, barring that, turn off WiFi (or unplug ethernet cable), to force offline play. Doesn't help if you're streaming from the same device, I know.

One thing you might want to check is if you start playing the game, does it get better? If it's CC or Beth.net causing the traffic/bandwidth consumption, that should go away once you start playing.

I do have to say, this is very weird and not something I've experience. There were some issues with Eastern European players early on and they had to disconnect/play offline. I'm wondering if this is an offshoot of that. Are you in Eastern Europe?

Put a rules in your firewall advanced options.
Block Fallout 4.exe outgoing and inbound rules.

That disables all connection to Bethesda net this game has even CC.
Only downside is that you cannot access the "Mods" tab but you can activate / disable plugins via any other mod manager or via plugins.txt in appdata / local / fallout 4

Any CC mods that you activated prior to doing this will still work. Game acts as if you are in Offline mode when you actually aren't.

I see no reason why it shouldn't.
You still get achievements even when Steam is offline. It only needs to go online to sync them. And your Steam isn't going offline this just prevents Fallout 4 from connecting to Bethesda net
