Another page mentioned that a low power supply might cause problems with frame rate.
If your PC is older, it might be pointing out a power supply going bad, or your power supply might not be powerful enough to supply the demands youre asking of your PC.
I know unless you build one, or have one built, Stores dont usually put in the best power supply for your PC. They put in a supply that lets your PC boot and run the OS and a few programs. The Wife and I had this happen to us back in 2012 when we got our I5's Best Buy(of all places) only had power supplies that BARELY had enough wattage to boot the thing up. I immediately bought 2 750w power supplies and installed them.

Your system can run a RTX 3050, so it shouldnt be stopping at 48FPS.
