The CC was down for maintenance so perhaps the CC is not yet available.
Yep this worked for me too.
But I have problems maintaining a stable connection to download any content from half a world away. So I alt tabbed to turn the VPN off and slooowly stuff started downloading.
Funny, I can purchase CC credits with cash money instantly but not use it due to this oversight. I've logged a ticket on BGS website since no one was informed of the changes and seems like a serious oversight.
I'd recommend just skipping CC and downloading free content from Nexus much faster downloads and more expansive than just useless reskins of guns and armor.
Do I have to always play with my VPN on? Or once downloaded I am G2G?

No, after you download the content, you can play it without the VPN.
