bGamepadEnable=0
That might work. If the game detects a gamepad or something it thinks is a gamepad, in my case a Razer Tartarus Pro it disables the mouse and keyboard, apparently.

Not only do you want to edit the bGamepadEnable=0 in the local game files. I noticed under documents, where your saves are stored. There is a Fallout4Prefs.ini in there as well that you need to edit the bGamepadEnable=0. From what i read in another forum. they mentioned that it would always be set back to 1 when they launched the game. so his solution was to set that Fallout4Prefs.ini in the document folder to be set to read-only so that it could never be changed.
TL:DR:: There is two locations you need to edit bGamepadEnable=0 [1.) Local Game files 2.)Fallout 4 folder under documents.]
This is the way! ^^^^^ thank you! I recently got a Razer Tartarus and then I could no longer see my mouse. This fixed it.
