There are a bunch of legendary items in the game one can get without cheating and farming a lot. The very best Commando build rifle can be had by simply passing a speech test.

I was referring to your comment. On making legendary weapons by using the console. I mean, one can just type in GM, add stats to a Tire Iron and kill everything in the game. :P
But your game, your way. If it allows you to have more fun, go with it. But it is not needed to have fun and also, get legendary weapons, even a specific one. Without cheating.
Funnily enough, one of my most effective spots is an exterior location where I can even lock in the item if I handle it correctly.
But it takes a lot of fiddly setup because it relies on having control of the Nuka World Red Rocket and placing a travel mat at the right point to be able to arrive and make a manual save before the game catches up on spawning its legendary enemies.
