Try this, go into steam and start up a vanilla game and see if it loads.
That's why you need to take it offline and keep it offline. You can't have both access to CC AND a rolled-back game. They are incompatible.

Also you crashed in Nukaworld. Where in Nukaworld.
You need to pipe down your godrays settings, for Nukaworld.
Also, yes, I have a laptop. I'll try piping down my godrays, but just now I left the game on main menu for a while and when I got back from putting dinner on I was able to open the CC and download mods from it no problem.
Mutant Menagerie, South of the Sea, Point Lookout, wilderness, sim settlements, Zeta, marshlands, sewers, tunnels, depravity, mojave, fusion city, project valkyrie, Ivy, a bunch of companion mods, more weapons and skins than you can count...
You've severely overestimated the amount of scripted crap that this game's engine can manage all at once.
Those ones I list are just off the top of my head, plus there's folon stuff in there the last time it was updated was in 2022, so like.
Your mods are the problem. You have a) way too many, b) way too many that are going to conflict with one another, and c) they are highly unlikely to all be NG compatible.
F4SE has been updated on Nexus, but frankly it will not help that load order you have.
I'll try cutting down on a few mods, but the problem is that most of the mods you pointed out are mods I consider necessities for the game. I know for some people less is more when it comes to modding, but I'm not one of those people.
Sim Settlements TWO might be, but I don't think 1 is.
If you allowed your game to connect with Bethesda, your game got updated. When you say "but I had cc in my downgraded game" dude, the prior stuff is still THERE, for your old release. But if you connected to bethesda's system AFTER they updated the game broadly, the menu screen outright refuses to deal with your game unless it's been updated.

So when you start the game, an item connected to Nukaworld. With the ID code 0x06030AC9 is bugging up the game. And everytime after Godrays load. So get into your Creation Kit, put in the code and you might find out which MOD is causing the problems.

Maximum mods/plugins supported is 255 and you are at 376.
Best thing you could do is uninstall all those mods, nuke all your saves (if any) and start over from scratch with the vanilla game.
I get wanting to use a bunch of overhaul mods, but you are best off trimming some of them down by creating extra profiles. For example I have a Horizon profile and a Sim Settlements 2 profile, where the mods for the other are installed, but disabled.
It also kinda works out where you play one group of mods and get the urge to play the other. Which kinda gives you more replay value out it.
