For me it worked when I right-clicked Fallout4 and went to "View Downloadable Content", and just unchecked and rechecked it once. After I closed it the download started. It didn't work when I just clicked it on the main Fallout4 window for some reason.

i had to right click on the game, go to properties, go to DLC, then uncheck it and recheck it, then it installed

Do you use mods?

If you use Nexus Mod Manager it might have left the DLC .esm unselected for load order.

Same issue for Vault-Tec workshop, but the same fix, just go into properties-DLC- unckeck all dlc then recheck all dlc, then go out of the properties menu

Here! First, uninstall any mods you have (For good measure.) Next,Un and Re install Fallout 4. Then, click the box on the selected DLC (One at a time, for good measure as well.) Then, launch Fallout 4 after the reinstall download (And don't click the box 'till the Fallout 4 download is finished, otherwise it will pause the install.) It will THEN automatically install the DLC.
