I need a "War of the Commonwealth" replacement mod that's stable...
Anyone have anything that will give me as much "filler" and action as this mod does?

Check out Endless Warfare. It can effectively replicate just about everything that War of the Commonwealth can do and it allows you to customize your spawns. Plus it also allows you to delete spawned actors. I have been using it for a while now and haven't seem to have much issue with save bloat. However one downside is that it doesn't work for Far Harbor.

Alternatively you can also get the mod"More enemies" and you can significantly increase the spawns in the vanilla game. I would also recommend GCM so that you can progressively increase enemy damage as you level if you don't want the game to become trivial later on.

You know, i ended up trying the "Endless Warfare" mod and the vertibirds are...well....insane. They hop up and down, on top of each other sometimes, and look like they're having sex. Other times they dig into the ground and just root around like pigs. It's the weirdest thing I've ever seen. It's pretty nutty. Of course, i could limit them but having them around is part of the immersion. They're just way too chaotic. I'm going to try the other mod and see what happens.

You can turn off vertibirds in the settings.

I know i can but that would take away from the immersion. I'm speaking with the modder right now about some other tweaks.
