Some casual google shows that two faction free vendors that usually sell 25 count lead shipments, are KLEO in goodneighbor, and Deb in bunker hill.
That said, even trash can carla sells .308 ammo itself. so you should easily be able to buy some to hand out even a mag worth for settler "give them some ammo, and then they never run out" logic.
The real pain for base game bullets is if you suddenly want a lot of spare assault rifle ammo. you can get fusion cores and plasma basically everywhere, but assault rifle ammo is a no show on so many vendors.
as people mentioned for .308 its probably easier to vendor in over crafting it.
that said if I wanted lead, you get the scrapper perk, find leaded armor and scrab it at an armor workbench in the field and it has a bit of lead in it.
no idea how much lead you NEED for .308 crafting, never tried. but if I was going for lead,
it most fallout games like the pitt ammo press or fallout new vegas you get lead from breaking down shotgun rounds to make ammo for other gun types. which you buy from vendors or whatever.
don't see the ability to break down shotgun rounds in fallout 4 but I don't have this DLC.

it does seem a more viable option for ammo crafting ingredients.
Set up a bunch of water purifiers in Santuary Hills that will produce a lot of purified water. Easy money for buying the resources you need instead of having to scavenge everything.
And regarding weights, I recall I picked up some weight in a hardware store and they were steel not lead. But I'll check again somewhere else that ppl mentioned above. Thanks.
