A conclusive answer to the question would be, "There are no subtitles for the Liberty Prime part." or "It doesn't sell in China, not even Hong Kong." But no one has confirmed anything yet. There's also a few other references in the games that I'm curious about too. I'm all ears if you know something I don't.

Whether it is confirmed or not, I do infact believe that Vault-Tec is responsible for the war.
So much money invested into the Vaults themselves, which were actually a smokescreen for human experiments. And then conveniently a nuclear fallout. All too convenient if you ask me. :D
