put up beacon
add water pump
wait for two settlers to show
turn off beacon
assign one settler to farm
assign other settler to guard towers build from the little wood that is there
add a bed
The question was how to get supplies from Sanctuary.

I got the 2nd level of the perk so I set up supply lines. Though I cant seem to exceed 5 settlers eventhough my food/bed/water/deffense is morew than high enough to accomodate more.
Step two) Create water
Step three) Create cook station
*If you do not have the materials for steps two or three, doesn't matter, don't bother making any special trip. Not really required, just convenient. Also, feel free to make use of whatever other stations are already there.
And done. I only ever use settlements as rest stops; people move in sometimes, but as far as I'm concerned it's just a place for me to save and get hydrated. If they love that patch of dirt so much, then they can build it up themselves
